Notes on changes to draft Automotive EMC Directive agreed:
1. Timing (Articles 2 and 4)
Member states must implement the new Directive in their national law by 30 December 2005 and apply these provisions by 1 Jan 2006. (See Article 4 Transposition)
New approvals to the new Directive must be available from 1 Jan 2006.
Approvals to 95/54/EC can no longer be issued after 1 July 2006, any new approvals applied for must be to the new Directive.
All M1 vehicles sold new from 1 Jan 2009 must meet the new Directive. (For other vehicle categories, Member States have discretion).
New components for M1 vehicles must comply to this Directive after 1 Jan 2009. (See Article 2)
2. Paragraph 3.2.9.
Several amendments were made:
· The time period changes from 2 weeks to 3 weeks.
· A meeting of the CATP must be held to decide whether to continue with the issuing of certificates to certify whether an aftermarket product is immunity related.
· Within three years, Member States shall report any cases of refusals on safety grounds.
3. "Initial step" narrowband emission test.
Paragraph 6.3.2.4 from previous drafts (and 95/54) was re-instated. This allows the vehicle manufacturer to perform a simplified test over the FM band only.
